FCI HRMS Guide for Employees, Job Seekers and Grain Buyers

Unofficial step by step guides to the FCI HRMS portal, FCI online systems and FCI jobs

FCI HRMS is the online human resource system that the Food Corporation of India uses for its own officers and employees. Staff open it at hrmsfci.in to apply for leave, check attendance, file reimbursement claims, read circulars and keep their profile up to date.

This is an unofficial help site. We are not FCI, we cannot log you in, and we will never ask for your password. Our job is to explain each screen in plain words and send you to the official source for anything that touches your pay, leave or career.

Start with the tour of the HRMS FCI portal below. After that you will find short guides to the other FCI online systems, like the Depot Online System or the grain e-auction, and to every stage of FCI jobs, from the recruitment notice to the result.

What Is FCI HRMS and Who Uses It

HRMS is short for human resource management system. FCI moved its routine HR work into this system so that leave, claims and records travel online instead of in paper files between sections. Each officer and employee reaches it with their own Employee Number.

The system is meant only for people who work for FCI. Job seekers and members of the public do not get an account here. They use fci.gov.in for notices and the recruitment site that it links to.

Think of hrmsfci as your personal HR file that opens on a phone or an office computer. From one login you can see your attendance, apply for leave, send a reimbursement claim, read new FCI circulars, look up a colleague in the Directory and request a change to your profile. Requests still pass through the normal approval chain. The system only makes that chain faster and easier to track.

One habit helps a lot: after you send any request, open it again a day later and check its status. A request stuck with an approver is easier to chase when you know exactly where it is waiting.

Most employees open HRMS from an office desk like this one, but the same account also works from a phone browser when you are out at a depot.

Before HRMS, leave and claim papers moved between racks like these. Now the same requests travel online and you can track each one from your login.

How to Log In to the HRMS FCI Portal

The official login page is https://www.hrmsfci.in/login. Type the address yourself or use the link in the official links box on this page. Never use a login link that reaches you from an unknown number or email.

  1. Use an up to date browser such as Chrome, Edge, Firefox or Safari, and open the login page.
  2. Enter your Employee Number where the page asks for the login ID.
  3. Type the password that the FCI Computer or IT section gave you.
  4. Enter the captcha number exactly as it appears on the screen.
  5. Click the login button. You land on the Home Page with your menus and icons.

The session ends by itself after about one hour without activity. If you are filling a long claim, save it before you leave the desk, or you may have to start again.

For a deeper walk through, including first login and what to try when the page refuses you, read our FCI HRMS login guide.

ESS and MSS: The Two Sides of FCI HRMS

Every account opens in Employee Self Service, usually called ESS. Officers who approve work for others also see Manager Self Service, or MSS, through a link at the top right of the screen.

Employee Self Service (ESS)

ESS is for every employee, from a depot assistant to a senior manager. Here you apply for leave, check your attendance record, send reimbursement claims, see your training details, read policies and circulars, and view or request changes to My Profile. A profile change does not apply straight away. It goes to the approving authority first, so check its status after a few days.

Manager Self Service (MSS)

MSS is only for officers with approval roles. It shows requests from the people who report to you, so you can approve or return them. If you were recently given charge of a section and the MSS link does not appear, your roles have probably not been updated yet. The HRMS nodal officer in your office can check this.

Approvers should clear pending items regularly. A leave or claim that waits in MSS also waits for the employee who sent it.

MSS works like the in tray on an officer's desk. Requests from your team wait there until you approve or return them.

Main Menus Inside hrmsfci

After login, the Home Page shows icons for the main areas. The exact list can differ a little with your role, but most employees see these:

Menu or iconWhat you use it for
DashboardA quick summary of your own HR details and pending items
AttendanceChecking your attendance record
LeaveApplying for leave and following its approval
ReimbursementSending claims and tracking their status
DirectoryFinding colleagues in the organisation and employee hierarchy
TrainingSeeing training details linked to you
ReportsViewing reports available to your role
Policies and CircularsReading FCI circulars and policy papers
Connect+Internal chat and messages with colleagues
SurveyAnswering internal surveys
PerformancePerformance related work

Retirement Benefit CalculatorA rough idea of retirement benefits
My ProfileYour details, with update requests sent for approval

The Directory is the quickest internal FCI search for a colleague. It shows where a person sits in the hierarchy, which helps when you need to know who approves what. Treat the Retirement Benefit Calculator as a guide only. The final figure comes from your office under the rules that apply to you.

The Home Page groups the menus as icons. Note down where you found each one the first time, so routine tasks take less time later.

When You Cannot Log In to FCI HRMS

Most login trouble has a simple cause. Work through these steps in order before you raise a complaint.

  1. Check that you typed your Employee Number, not a mobile number or name.
  2. Retype the password slowly. Check that caps lock is off.
  3. Type the captcha again. Reload it if the numbers are hard to read.
  4. Try another current browser, or clear the old browser data.
  5. Still stuck? Speak to the HRMS nodal officer posted in your office, who is able to look at your account roles and access rights.
  6. When the problem stays unsolved at office level, send a note to hrmssupport.fci@gov.in that mentions three things: employee number, full name and office.

Keep your password to yourself. Do not give it to a colleague, a cyber cafe or a caller who says they are from support. The IT section will not need it to fix your account. Keep the reply email from support until the problem is closed.

Before you email support, note your Employee Number, name and office on paper. Those three details help the HRMS team trace your account quickly.

FCI Circulars, Payslips and Official News

The Policies and Circulars menu is where employees read FCI circulars issued for staff. When a rule on leave, transfers or allowances changes, the circular is the document to trust, not a forwarded message or a summary.

Pay works the same way. Pay for FCI officers and staff follows IDA scales. Industrial dearness allowance is revised each quarter, house rent allowance follows the city class of your posting, and every employee makes a CPF contribution. Your payslip and the circulars behind each change are seen in HRMS. Our FCI salary guide explains these parts in words, without figures, because the numbers change.

For FCI news meant for the public, such as notices and recruitment updates, use the official FCI website, fci.gov.in. If a news post on social media says a new rule has come, look for the matching circular in HRMS or the notice on fci.gov.in before you act on it.

Other FCI Online Systems Explained

FCI online work is spread across several systems. Each has a different user group, so it helps to know which one you need before you search.

SystemWho uses itOur guide
Depot Online System (fcidepotonline.gov.in)Depot staff recording stock receipts, issues, quality and storageDepot Online System
IRRSFCI internal reporting on stock, depot capacity use and offtakeFCI IRRS
OMSS(D) e-auction on valuejunction.in/fciBuyers empanelled to bid for FCI wheat and riceFCI value junction
FCI depots and storageAnyone who wants to understand how grain is storedFCI godown

The Depot Online System came in the mid 2010s to replace manual depot registers and send SMS alerts to depot officials. Over time, depot work is shifting to Anna Darpan, the newer FCI platform that ties the supply chain together. Access is only for depot staff, through credentials their office issues.

Figures from IRRS reach the public through the FCI Reports app on mobile, which reports central stock of wheat, rice and coarse grains in metric tonnes. The e-auction is the one system meant for outside buyers. Who may bid, how much is offered and the terms all change from tender to tender.

Stock held in silos and depots is recorded in FCI systems, and IRRS reporting turns that data into the stock positions shown to the public.

Grain moves between states by rail and road. Depot systems record each receipt and issue so stock figures stay accurate at every point.

FCI Jobs: Guides From Notice to Result

If you want to join FCI rather than work in HRMS, start with the current notification on fci.gov.in. FCI recruits for Category II posts such as Managers and Assistant General Managers, Category III posts like Assistant Grade III, Junior Engineer and Stenographer Grade II, and Category IV posts such as Watchman, which are notified region by region. Posts, vacancies, dates and fees change in each recruitment cycle.

A simple order to follow:

  1. Read the full official notice, not only a summary.
  2. Check your degree, age and category relaxation against it.
  3. Prepare your photo, signature, thumb impression and declaration to the sizes the notice gives.
  4. Apply only through the link on fci.gov.in, then save your registration details.

About FCI India, Its Offices and the Official Website

FCI stands for Food Corporation of India. FCI in Hindi is Bharatiya Khadya Nigam. Parliament created it as a statutory body through the Food Corporations Act. It opened for work in the mid 1960s, when the country was short of grain. Its parent ministry handles consumer affairs, food and public distribution. Read more in our FCI full form guide.

Its work covers buying grain from farmers at the minimum support price, keeping central pool buffer stocks, storing and moving grain by rail and road, feeding the ration system and welfare schemes, and selling surplus on the open market.

The headquarters is in New Delhi. From there the structure runs to five zones, named North, South, East, West and North-East, then to regional offices that are mostly in state capitals, then to district offices and depots. An employee at FCI Ludhiana and one at a small depot in the hills use the same HRMS. If you need to visit an FCI building or find a phone number, our FCI offices guide shows how to locate it on the official contact pages.

The FCI website is fci.gov.in. Any site asking for money to register you, or using an address that is not on the official list, is not FCI.

Questions people ask

Is hrmsfci.in the official FCI HRMS address?

Yes. The login page is https://www.hrmsfci.in/login. Type it yourself instead of opening forwarded links, and check the address bar before you enter your password.

What is my login ID for HRMS FCI?

For HRMS, your login ID is simply your Employee Number. The password is shared by the FCI Computer or IT section of your office. If you never received it, ask the HRMS nodal officer where you work.

Is FCI a company or a government department?

Many readers search for an FCI company profile or an FCI department page, but FCI is neither a private company nor a ministry itself. It is a statutory corporation formed through an Act of Parliament, the Food Corporations Act, and it reports to the Union food ministry.

Where can I read FCI circulars?

Employees read FCI circulars under the Policies and Circulars menu in HRMS. Public notices are on fci.gov.in. When a forwarded message mentions a new rule, find the matching circular before you act on it.

Can I get my FCI ID card or FCI card through HRMS?

This guide cannot confirm how your office issues identity cards. Ask the establishment or HR section of your office. Your HRMS profile should match your service records, so raise a profile update request if any detail is wrong.

Who do I contact if HRMS still does not open?

Go first to the HRMS nodal officer at your own office, since account roles are handled at that level. Only after that, send a mail to hrmssupport.fci@gov.in giving your employee number, name and the office you work in.
